Basic Requirements: Citizenship. Citizen of the United States. English Language Proficiency: Per VA Handbook 5005, Part II, Chapter 2, Section D, Paragraph 5a: No person will be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English. Certification: Registration by Cardiovascular Credentialing International (CCI) as a Registered Cardiac Sonographer (RCS) or by the American Registry of Diagnostic Medical Sonographers (ARDMS) as a Registered Diagnostic Cardiac Sonographer (RDCS) is highly desirable. Basic Cardiac Life Support (BCLS) and Advanced Cardiac Life Support (ACLS) certifications are also desirable. Basic Life Support (BLS) is required for MITs in direct patient care positions per policy. Advanced Cardiac Life Support (ACLS) required in specific specialty areas and assignments per policy. Grade Determinations. In addition to the basic requirements candidate must also meet the following criteria: Experience: At least 1 year of experience comparable to the next lower grade level (GS 9), which is directly related to the duties of the position to be filled, and must fully meet the KSAs at that level. Individuals at this level, plan and direct programs at affiliated medical centers and satellite outpatient clinics and have full supervisory responsibility for a large staff of non-supervisory personnel and at least one subordinate team leader or supervisor. Typically these duties include assigning and evaluating the work of subordinate staff resolving problems which may interfere with patient examination or treatment; providing echocardiography technician services in more complex and non-standard cases; evaluating new products and equipment and making recommendations concerning developments which would improve operations; participating as an instructor in the facility's clinical training program; making final decisions on selections based on recommendations from subordinate supervisors or leads; evaluating performance; taking disciplinary action when necessary; and identifying educational or training needs. Must demonstrate the following KSAs: Advanced knowledge of complex and non-standard treatment and examination procedures and techniques. Ability to plan and assist in the establishment of a completely integrated treatment and examination program. Ability to evaluate new products and equipment and make recommendations concerning developments which would improve operations. Ability to manage the fiscal matters of the functions supervised (which would include fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. The incumbent is also required to push moderately large and cumbersome equipment to the inpatient units. Working Conditions: The work involves regular and recurring exposure to moderate risks and discomforts that require safety and health precautions. Work is typically performed in a clinical setting that exposes incumbent to biohazards, hazardous chemicals, and hazardous medications common in health care environment. Responsible for organizing departmental quarterly quality meetings and presenting required data. Trains and supports development of echocardiography technicians. Interacts with a wide variety of professionals, including physicians, nurses, other supervisors, and sales representatives. Performs real time 3-Dimensional cardiac ultrasound utilizing online and off-line computer enhancement and reconstruction including using 3-Dimensional Q-Lab analysis, and 3D cropping tools. Must provide training to technical staff and students in those mentioned modalities. Performs stress echocardiograms, saline contrast studies, contrast echocardiography, research protocols, valve cases, and assist with transesophageal echocardiograms. The incumbent will insert intravenous lines (IV) into patients when needed. Manages Echocardiography images in XCELERA or similar system for acquisitions, storage, and archiving of echocardiographic images.
