Details Posted: March 12, 2021 Location: New Orleans, Louisiana Show Map Salary: Open Discipline: Allied Health The incumbent serves as the assistant to both the Ancillary Testing Coordinator and the Laboratory Manager to ensure completion of requirements for the Ancillary testing systems and of the Pathology and Laboratory Medicine Service. The incumbent provides guidance and serves as an authority and subject matter expert on laboratory medicine, including research, agency policies, new techniques and procedures. A Medical Technologist/Clinical Laboratory Scientist at this level require specialized training and experience. Employees must have advanced knowledge of specialized and complex subject matter extending beyond the duties of test performance. They have wide latitude for exercising independent judgment. Duties: - Develops guidelines, to include procedures, policies, and corrective action measures. - Assesses laboratory effectiveness by monitoring performance. - Establishes and maintains performance improvement programs. - Serves as a subject matter expert on laboratory medicine. - Serves as a consultant to local, network, and national program officials. - Keeps abreast of current research, clinical methods, and technical advances in the field. - Develops and integrates new techniques and procedures into laboratory programs. - Provides direction and guidance to staff. - Interprets and provides technical guidance on agency policies and procedures. - Maintains laboratory continuous readiness for regulatory and accreditation agencies. - This position will require working on the weekends and holidays. - Coordinates workflow and work assignments in the absence of the ATC and/or Laboratory Manager. - Develops and recommends policy and procedures for the procurement and service requirements for Ancillary or Point-Of-Care testing (POC) [testing outside the main laboratory and in CBOC's as mandated by VHA Handbook 1106.1] equipment and instrumentation. Ensures the appropriate correlation among different instrumentation and methodologies used in POC testing. - Chooses methods for achieving work goals, objectives, and management strategies. The scope of this position includes managing POC testing at the main campus and for a chain of CBOCs requiring CLIA licensure at each location, additional trained staff to perform POC/Ancillary testing, and proficiency testing/reporting/monitoring. - Trains and evaluates the competency of a variety of individuals (nurses and allied health professionals) in the performance of Ancillary Testing procedures and in the reporting of test results promptly, accurately, and proficiently. - Serves as a recognized technical expert (technical consultant or technical supervisor as mandated by CLIA) to provide authoritative advice and ancillary testing program consultation in areas of quality control/assurance, records control, proficiency testing, inspection, and accreditation to all levels of the organization. - Evaluates ancillary testing activities to assess ongoing day-to-day compliance with established protocols and guidelines. Recommends policy/protocol changes to correct deficiencies and improve the program. - Creates, applies, and monitors re-engineering and continuous performance improvement initiatives, both within the Ancillary Testing program, Service and/or the organization. - Consults with P&LMS program managers or equivalent of clinical services and to identify Ancillary Testing / POC needs and to analyze emerging trends and technology and adopts appropriate new technology and methods. - Identifies, defines, and resolves problems associated with unique or controversial aspects of the Ancillary Testing management program where no direct precedent exists. - Develops technical bulletins, procedures, training materials and other program materials, which ensure accreditation and compliance with all regulatory agencies concerning patient testing, result reporting, and proficiency testing. Develops and implements corrective action when deficiencies are identified. - Maintains a working knowledge of the full range of laboratory testing and can provide guidance and instruction as necessary to staff and supervisory technologists. - Follows all VHA, facility and regulatory agency safety requirements. - Has a working knowledge of the full range of laboratory procedures, instrument calibration and preventive maintenance of laboratory equipment. - Obtains and maintains a COR Level II Contracting Certificate and creates contracts for Point of care (POC) and the overall Laboratory, as needed. - Serves as a Certifying Official for VATAS, the official timekeeping system for SLVHCS. - Receives, accessions, and processes incoming samples per SOP from all areas of the hospital and outlying clinics. - Participates in Section Performance Improvement projects as assigned.
