Collective Bargaining Unit: NoneNone Posting Salary: COMPETITIVE Organization: Health and Hospital Systems JOB SUMMARY Under the direction of the Chair of Division of Cardiology-Clinical, supervises clinical and nonclinical staff in the non-invasive Cardiology area including Stress Testing, Cardiac Monitoring, and Echocardiography. Implements policies and procedures, supports quality improvement initiatives and reviews outcome-based measures to facilitate needed change. Oversees and organizes outpatient cardiology clinics and services across Cook County Health (CCH). Oversees the proper implementation of various operational and quality improvement initiatives in the non-invasive cardiology laboratory, cardiac catheterization laboratory, Cardiology Clinics, Coronary Care Unit, and other clinical cardiology services in the CCH. This position is exempt from Career Service under the CCH Personnel Rules. General Administrative Responsibilities Collective Bargaining Review applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposals Participate in collective bargaining negotiations, caucus discussions and working meetings Discipline Document, recommend and effectuate discipline at all levels Work closely with labor relations and/or labor counsel to effectuate and enforce applicable Collective Bargaining Agreements Initiate, authorize and complete disciplinary action pursuant to CCH system rules, policies, procedures and provision of applicable collective bargaining agreements Direct and effectuate CCH management policies practices Access and proficiently navigate CCH records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreements Management Contribute to the management of CCH staff and CCH' systemic development and success Discuss and develop CCH system policy and procedure General Administrative Responsibilities continued Consistently use independent judgment to identify operational staffing issues and needs and perform the following functions as necessary; hire. transfer, suspend, layoff, recall, promote, discharge, assign, direct or discipline employees pursuant to applicable Collective Bargaining Agreements Work with Labor Relations to discern past practice when necessary Typical Duties Supervises clinical and nonclinical staff in the non-invasive cardiology Assumes accountability of administrative functions of the operational and quality improvement initiatives in the non-invasive cardiology area and cardiology clinics Collaborates with appropriate area managers to implement the operational and quality improvement initiatives in the Cardiac Catheterization Laboratory, Coronary Care Unit, Nuclear Medicine, Radiology, Clinical Research, and any other area that interferes with cardiology services across the CCH Interviews, hires, trains and takes disciplinary action as necessary Educates to strengthen and develop critical thinking skills in developing strategies to maintain patient safety Assumes accountability and responsibility in establishing standards for superior patient care within the non-invasive cardiology area and utilization of evidence-based guidelines Leads and collects data for quality improvement initiatives in the various clinical areas throughout the Division of Cardiology; facilitates hospital wide innovations at the unit level Leads multidisciplinary teams of clinical and nonclinical personnel charged with operational improvement projects Assists in policy development Oversees regulatory compliance and participates in accreditation efforts, including Joint Commission, Health Insurance Portability and Accountability Act (HIPAA), Illinois Department of Public Health (IDPH), and other regulatory requirements Participates in obtaining and maintaining laboratory accreditation from relevant accreditation bodies Implements operational or systematic changes necessary for patient recruitment or follow-up Acts as a liaison for Cardiology to implement systematic changes aimed at improving patient care or workflow Creates constructive partnerships with peers, professional nurses, other disciplines and departments to achieve positive clinical and service outcomes Provides logistic support to clinical research projects Coordinates patient care between Surgical Cardiovascular Service and Cardiology Performs other administrative or clinical duties as assigned Serves as liaison between cardiology and ambulatory clinic health network managers and directors across CCH Serves as liaison between cardiology and other departments and disciplines that interfaces with cardiology services, such as emergency department, radiology, nuclear medicine, specialty clinics, cardiovascular surgery, etc. Communicate and receives directive from relevant nursing chain of command in order to implement organizational nursing standards in cardiology areas Supervises cardiology staff Performs other duties as assigned Reporting Relationships Reports to the Chair of the Division of Adult Cardiology-Clinical MINIMUM QUALIFICATIONS Bachelor's degree in Nursing Leadership, Business Administration, Health Management, or Allied Health Sciences from an accredited college or university (Must provide official transcripts at the time of interview). Licensed as a Registered Professional Nurse in the State of Illinois. Five (5) years of full-time nursing experience. Five (5) years of full-time management and/or supervisory work experience. Three (3) years of full-time work experience working in Cardiology. Active Advanced Cardiovascular Life Support (ACLS) certification through the American Heart Association (Must provide proof at the time of interview if already obtained) PREFERRED QUALIFICATIONS Master's degree in Nursing Leadership, Business Administration, Health Management, or Allied Health Sciences from an accredited college or university. Three (3) years of full-time work experience working in Cardiology conducting Cardiac Stress Testing. KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICS Knowledge and understanding of Family Planning which includes abortion care. Knowledge and understanding of grant management and integration through a highly complex clinical organization. Knowledge and understanding of State and Federal facets of family planning provision Excellent verbal and written communication skills necessary to communicate with all levels of staff and a patient population composed of diverse cultures and age groups Demonstrates good computer and typing skills Management, leadership and independent management skills Innovative skills and tools knowledge to forward the family planning agenda Ability to work with teams of clinicians of all levels, including trainees, administration of granted and training programs VETERAN PREFERENCE PLEASE READ When applying for employment with the Cook County Health & Hospitals System, preference is given to honorably discharged Veterans who have served in the Armed Forces of the United States for not less than 6 months of continuous service.
